Blowing snow can block a road faster than falling snow based on my experience. In the mountains, wind hitting a gap in the mountains from the flat lands can bring huge amounts of snow up hill and when it reaches the top, drops the snow because the wind loses its venturi effect. In your case, I think the fences slowed the wind-driven snow enough for it to fall in the road, quickly blocking it. Several feet above the road there was probably white-out conditions which lowers visibility to about zero feet.
Hope no one was badly hurt.
The justness of individual land right is not justifiable to those to whom the land by right of first claim collectively belonged.
