The sentence could be read and understood to mean Mr. GR was warned for condoning drug use on The Fallen online forum as it exists as a discrete entity; or, it could be read and understood to mean condoning the use of drugs anywhere.
If I had to guess, I would say you meant the condoning of drug use anywhere. Why not just write "...condoning the use of drugs?"
As an aside, I think you would be well advised to insert the adjective "illegal" in front of the word "drugs" thereby eliminating another possible misunderstanding.
