I used to live in Montezuma County, Colorado, which is adjacent to San Juan County, Utah, where the monolith was found. The rock formations makes me think that the monolith is no more then several miles west of Hovenweep National Monument run by the National Park Service and administered by Mesa Verde national park because Hovenweep gets few visitors and has a tiny staff. It's as remote as the picture looks.
I think the land where the monolith was discovered is managed by the federal Bureau of Land Management but the area rightly belongs to the Navajo Indians and is disputed.
The BLM has few law enforcement officers and they lack full law enforcement powers so some of the locals in a 4-wheel drive vehicle[s] decided to engage in wilderness art.
Also, the Aneth oil field is not all that far from this area so people do traverse the area routinely.
